This is a cross-cutting role supporting assignment delivery through data engineering, business intelligence and analytics, working across diagnostics, Business Development Services, technical performance, finance, monitoring and investment readiness.

Reporting to the Water Market Systems & Business Development Services (BDS) Lead, the successful candidate will design and maintain integrated data architecture and ETL/data pipelines, consolidate data from multiple sources, ensure data quality, develop dashboards and analytics-ready datasets, and translate performance data into actionable insights for assignment management and strategic decision-making.

Key Responsibilities

1. Data Systems & Architecture

  • Lead development and management of assignment-wide data architecture, data pipelines and analytics systems to support reliable reporting and decision-making.
  • Design and maintain integrated data models and architecture linking diagnostics, BDS, technical performance, finance, monitoring and investment pipeline data.
  • Develop and maintain automated or semi-automated ETL/ELT workflows and pipeline tracking tools for WSPs, SMEs, community systems and other assignment portfolios, integrating data from multiple sources where required.

2. Data Coordination & Quality Assurance

  • Coordinate and integrate data from field teams and multiple operational sources (BDS, engineering, finance and monitoring), ensuring timely consolidation, transformation and validation.
  • Implement data quality controls, validation rules, testing, documentation and error-handling procedures to improve data integrity, consistency and reliability.

3. Performance Monitoring & Analytics

  • Track and analyse key performance indicators including system uptime, service coverage, revenue, cost recovery, customer growth, enterprise performance and investment readiness.
  • Design and maintain interactive dashboards, BI reports, performance reports and investment pipeline summaries using appropriate visualization and analytical tools.
  • Undertake data modelling, exploratory analysis and ad hoc analytical requests to identify trends, underperforming systems, risks and operational bottlenecks.
  • Translate complex datasets into clear, actionable business insights to support adaptive programming and management decisions.

4. Investment & Pipeline Analytics Support

  • Provide analytical support to investment and BDS teams, including pipeline prioritization, performance analysis, risk profiling and readiness scoring.
  • Develop shared datasets and reporting views that facilitate alignment between technical, BDS, finance, monitoring and investment teams.

5. Assignment Coordination & Reporting

  • Support internal planning and reporting cycles through automated or structured performance tracking, dashboard updates and pipeline reporting.
  • Support preparation of data-driven reports, evidence and analytical outputs for clients, donors and other interested stakeholders.
  • Maintain clear data documentation, definitions, reporting logic and audit trails, while tracking key deliverables and milestones across workstreams.

6. Data Engineering, Automation & BI Development

  • Build and optimize scalable data pipelines and transformation workflows, including joins, aggregations, incremental loads and reusable data models.
  • Develop and maintain analytics-ready datasets, database views, queries and reporting layers using SQL and appropriate data engineering tools.
  • Support integration of on-premise, cloud and field data sources into centralized repositories or data warehouses, applying appropriate access, performance and reliability controls.
  • Automate recurring data preparation, validation and reporting processes where feasible to reduce manual effort and improve timeliness.

7. Knowledge Management

  • Support documentation of analytical methodologies, data dictionaries, lessons learned, case studies and reusable data/BI models.

Qualifications

Education

  • Bachelor’s degree in Data Science, Statistics, Information Systems, Computer Science, Financial Engineering, Economics, Engineering or another relevant quantitative discipline.

  • Demonstrated ability to work with business and technical stakeholders to translate requirements into data models, dashboards, reports and analytical solutions.
  • Experience in financial services, enterprise, development, infrastructure or other data-intensive environments is desirable. Experience working in Somalia, the Horn of Africa, or on donor-funded assignments is an added advantage rather than a mandatory requirement.

Core Competencies
